Tools for change

Most development NGOs will have experienced negative consequences of alcohol or drug use in their project areas or target populations, not only on individuals but also on families, communities and society at large. Alcohol and drug use is one of the driving forces behind development problems like ill-health, gender-based violence, harmful masculinities, poverty and the spread of HIV/AIDS.

Still, alcohol and drug prevention is not high on the agenda of most development organizations and programmes. Too often alcohol and drug consumption is considered a backdrop which cannot be changed, rather than a factor that can be addressed and in turn give better results from programs and projects.

Development agencies, NGOs and government institutions which plan to integrate alcohol and drug prevention in their programs need a toolkit for action. The tools presented here aim at making it easier for non-specialist agencies to start their involvement in such issues and to give a sound knowledge base for planning interventions.
